No license required by this subchapter shall be issued to any person using weights or measuring devices for sales unless the applicant for the license shall first have presented the device to the inspector
of weights and measures for inspection and has had the device tested, approved and sealed by the inspector, and no license shall be renewed without full compliance with this section.
