The village policy permits the consumption and sale of alcoholic beverages only when these alcoholic beverage use regulations are followed.
(A) The sale or consumption of alcoholic beverages is in conjunction with a recreational event under the sponsorship of the Village Park and Recreation Department or a recognized community group, organization or responsible adult individual.
(B) The user must complete and obtain the alcoholic use permit.
(C) To sell alcoholic beverages, a Village Park and Recreation Department permit is required, along with a temporary liquor license from the village liquor control authority, which requires evidence of dram shop insurance.
(D) To serve alcoholic beverages, groups must obtain host liquor liability insurance.
(E) A village police officer must be provided when alcoholic beverages are present. One officer is needed for groups of 70 or less when alcoholic beverages are being served; groups of more than 70 must have additional officers as designated by the Village Police Department.
(F) Designated areas are required for alcoholic distribution and consumption.
(G) A letter of explanation giving details of the event, such as date, purpose and planned activities, may be requested. Procedures to control under-age drinking and over-consumption of alcohol, along with the name of one adult individual (who is 21 years age or older) responsible for the activity, must be included. The designated adult (who is 21 years of age or older) is required to be on site during the entire event.
(H) The sale or consumption of alcoholic beverages must occur in a park building that is consistent with the Liquor Control Act, being ILCS Ch. 235, Act 5, §§ 1 et seq. A BUILDING is defined as any structure, permanent or temporary, that has a roof and/or sides. Ask for tent permits and guidelines.

(A) Special insurance and a Park and Recreation Department permit are required and additional security may be required for special events that include any of the following:
(1) Consumption of alcoholic beverages;
(2) Groups over 250;
(3) Leagues;
(4) Non-routine or high risk activities;
(5) Use of equipment or activities that may cause injury;
(6) Subject to review by the Village Administrator or his or her designee.
(B) Groups or individuals providing insurance are required to:
(1) Submit a certificate of insurance to the village no later than 21 days before the event;
(2) Name the village as an additional insured;
(3) Specify the date, park/facility and nature of the event on the insurance certificate;
(4) State on the insurance certificate that host liquor liability is part of coverage (if alcoholic beverages will be served);
(5) Obtain $1,000,000 minimum general liability coverage (combined single limit).

Cancellations made more than 21 days prior to the event will receive a full refund, less a $25 cancellation fee. Refunds will not be issued for cancellation made less than 21 days prior to scheduled event. The village is not responsible for weather conditions. If a scheduled event is rained out, the renter may call 72 hours after an event to reschedule (based on availability) and a $20 rain date fee will be charged.

(A) Selected buildings are available for rentals through the village’s Park and Recreation Department. To rent a building, groups or individuals must obtain a permit. For information on the Park and Recreation Department fund-raising policy, alcohol permits, insurance or refund policy, see pages 4-6 of the “Park Rental and Usage Guide”.
(B) When to apply for building-use permits: residents and organizations within the village boundaries may apply for a permit no sooner than 90 days before the event.
(C) How often can a group or individual rent a building: buildings can be rented six times per year, 90 days in advance, by one individual or a group. Building rental dates (beyond the original six) may be scheduled as long as reservations are not made more than two weeks before the desired rental date.
(D) No permits will be issued on January 1, Easter, Memorial Day, Fourth of July, Labor Day Thanksgiving Day or Christmas Day. No permits will be issued during Park and Recreation Departments annual maintenance periods.

(A) Those who are 21 years of age and older may secure permits through the village’s Park and Recreation Department at the Village Hall, 201 E. Mississippi Avenue.
(B) Potential renters must visit the Village Hall in person to complete the following:
(1) Show proof of residency;
(2) Check building availability;
(3) Complete a building rental application;
(4) Submit a $100 damage deposit (refundable);
(5) Make full payment no later than 21 days before the event; and
(6) Obtain insurance, if required.

(A) Village programs/activities will have priority use of all buildings. Building information can also be found on the village website at www.villageofelwood.com.
(B) The village supports measures to protect the environment. This includes recycling and use of biodegradable products. The village encourages park and building users to do the same.
