The Village Administrator, Director of Public Works or their designee is responsible for the enforcement of this chapter and, to that end, may enter upon private property abutting public streets, sidewalks and rights-of-way at all reasonable hours for the purpose of inspecting trees, shrubs, other plantings and encroachments that may cause an obstruction or create a dangerous condition for residents or visitors.
