(A) Duties of owner or keeper.
(1) Each owner or keeper shall provide for each animal:
(a) A sufficient quantity of good quality food and water;
(b) Proper shelter and protection from the weather;
(c) Veterinary care when needed to prevent suffering; and
(d) Humane care and treatment.
(2) No person shall beat, torment, overload, overwork or otherwise abuse an animal, nor shall he or she abandon any animal where it may become a public charge or may suffer injury, hunger or exposure.
(B) Inoculation against rabies. It shall be unlawful for any person to own, possess or harbor a dog, cat or other domestic animal (hereinafter sometimes the “animal”) within the village without first having the animal inoculated or vaccinated against rabies by a licensed veterinarian. The owner or keeper of the animal shall have each animal inoculated or vaccinated at the time of acquiring the animal and on an annual basis thereafter.
(C) Certificate of inoculation/vaccination. The owner or keeper of the animal shall obtain and retain in his or her possession at all times a signed certificate of inoculation issued by the licensed veterinarian administering the vaccine evidencing the inoculation or vaccination. At any reasonable time, upon the request of any member of the Village Police Department, the owner or keeper of any animal shall exhibit the certificate of inoculation.
(D) Tags. The owner or keeper of any animal shall obtain a metal tag bearing the rabies inoculation certificate number, date of the inoculation and the name of the veterinarian who administered the inoculation inscribed thereon from the licensed veterinarian who administers the inoculation. Every dog, cat or other domestic animal within the village shall wear a substantial collar to which the required tag shall be securely attached.
