§ 76.02 BICYCLES.
   (A)   Application of chapter to persons riding bicycles. Every person riding a bicycle on a roadway shall be granted all the rights and shall be subject to all of the duties applicable to the driver of a vehicle by this chapter, except as to special regulations in this section and except as to those provisions of this title which by their nature can have no application.
   (B)   Passengers on bicycles. 
      (1)   It shall be unlawful for more than one person to ride upon any bicycle propelled by human rower upon any street.
      (2)   A person convicted of violating this section shall be fined not less than $5 nor more than $25.
   (C)   Clinging to vehicles. 
      (1)   No person riding a bicycle, sled or any toy vehicle on any street shall cling to or attach himself or his vehicle to any moving motor vehicle or wagon.
      (2)   A person convicted of violating this section shall be fined not less than $5 nor more than $100.
   (D)   Obedience to traffic-control devices. 
      (1)   Any person operating a bicycle shall obey the instructions of official traffic control devices applicable to vehicles unless otherwise directed by a police officer. Whenever authorized signs are erected indicating that no right or left or U-turn is permitted, no person operating a bicycle shall disobey the direction of any such sign, except where such person dismounts from the bicycle to make any such turn, in which event such person shall then obey the regulations applicable to pedestrians.
      (2)   A person convicted of violating this section shall be fined not less than $5 nor more than $100.
   (E)   Parking. 
      (1)   No person shall park a bicycle upon a street. Bicycles may only be parked on sidewalks in such a manner as to afford the least obstruction to pedestrian traffic.
      (2)   Any person convicted of violating this section shall be fined not less than $5 nor more than $25.
   (F)   Riding on sidewalks. 
      (1)   No person shall ride a bicycle on a sidewalk within a business district.
      (2)   A person convicted of violating this section shall be fined not less than $5 nor more than $25.
