Abandoned and inoperable motor vehicles whether on public or private property, are hereby declared to be a nuisance and shall be subject to removal in accordance with the provisions of this subchapter or any other applicable laws or ordinances. No person shall permit any abandoned or inoperable vehicle to be kept or stored on that person's or any other person's property. Any abandoned or inoperable motor vehicles located on the premises of a business lawfully engaged in the wrecking or junking of motor vehicles shall not be deemed to be a nuisance so long as the business operation is conducted in accordance with all applicable laws and ordinances.
