For purposes of this subchapter, the following words shall have the respective meanings ascribed to them:
ABANDONED VEHICLE. Any vehicle located on public or private property that has not been moved or used for at least seven days or more or any vehicle left at any place for such a time and under such circumstances as to cause the vehicle reasonably to appear to have been abandoned. Provided, however, a vehicle located on the property of its owner, or the owner's bailee, shall not be considered abandoned for the purposes of this subchapter.
ALLEY. A public way within a block generally giving access to the rear of lots or buildings and not used for general traffic circulation.
HIGHWAY OR STREET. The entire width of public right-of-way of every way publicly maintained and open to the use of the public for vehicular traffic.
INOPERABLE VEHICLE. Any vehicle in a state of disassembly or disrepair for a period of at least seven days which renders the vehicle incapable of being driven under its own power; for purposes of this section, any vehicle which is unregistered and unlicensed shall be presumed to be inoperable. The term INOPERABLE VEHICLE shall not include a motor vehicle which has been rendered temporarily (less than seven days) incapable of being driven under its own motor power in order to perform ordinary service or repair operations.
OWNER. A person who holds legal title of a vehicle, a person who has registered a vehicle in his name with the State of Illinois, or in the event a vehicle is subject to an agreement for a conditional sale, lease, or mortgage which vests an immediate right of possession in the conditional vendee, lessee, or mortgagor, then such conditional vendee, lessee, or mortgagor shall be deemed the owner for the purpose of this subchapter.
PUBLIC PARKING FACILITY. Any village owned property which is controlled by the village and used as a parking lot, multi-level parking garage, or other off-street parking facility used as a parking lot, multilevel parking garage, or other off-street parking facility.
PUBLIC PROPERTY. A highway, street, alley, public parking facility or other real property owned by the village or some other governmental agency.
VEHICLE. A machine propelled by power other than human power, designed to travel along the ground by use of wheels, treads, runners, or slides and to transport persons or property or to pull machinery, and shall include, without limitation, automobiles, trucks, trailers, buses, recreational vehicles, tractors, motorcycles, snowmobiles, buggies, and wagons.
