The owner of or person abandoning, parking or otherwise keeping a vehicle in violation of this subchapter, which is impounded under this subchapter, shall be charged a sufficient fee to cover expenses of impounding and enforcement of this title, which fee may be collected by the village in an action at law and which fee must be paid prior to the release of the vehicle so impounded. This fee shall be in addition to the fine provided for herein for the violation of this subchapter. Unclaimed vehicles may be sold at public auction by the village pursuant to Chapter 95-1/2, 111. Rev. Stat., or as rewritten or amended.
