No person shall leave any partially dismantled, non-operating, wrecked, or junked vehicle on any street or highway within the village or on village property within or without the corporate limits, provided such vehicle may be left at a place authorized by the village far the dumping and disposal of garbage and rubbish in accordance with the ordinances of the village and the rules and regulations governing such dumping ground.
