Whenever any motor vehicle is found to be parked in violation of this chapter with respect to rules prohibiting parking a vehicle in a designated areas, restricting the length of time a vehicle may be there parked, or parking in a metered area without putting a coin in the meter to cover the required time,
police officers of the village shall conspicuously attach to such vehicle a notice on a form provided by the village, which notice shall contain the registration number of said vehicle, and shall instruct the owner or operator thereof that such vehicle has been parked in violation of a provision of this chapter, and shall advise said owner or operator thereof the penalty provided therefor and the method of paying said penalty within 48 hours from the time of the issuance of said notice.
