§ 71.081 PEDESTRIAN'S RIGHT-OF-WAY AT CROSSWALKS.
   (A)   No pedestrian shall cross a roadway other than in a crosswalk in a business district.
   (B)   Where traffic control signals are not in place or in operation the driver of the vehicle shall yield to a right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection, except as otherwise provided in this section.
   (C)   Whenever any vehicle is stopped at a marked crosswalk or at any unmarked crosswalk at an intersection to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass such stopped vehicle.
   (D)   Whenever stop signals, stop signs or flashing red signals are in place at an intersection or a marked crosswalk between intersections, pedestrians shall have the right-of-way over drivers of vehicles; and at such marked places drivers of vehicles shall stop before entering the nearest crosswalk, and any pedestrian within or entering the crosswalk at either edge of the roadway shall have the right-of-way over any vehicle so stopped.
