(A) (1) No person shall leave any horse or other draft animal unattended in any street without having such animal securely fastened.
(2) A person convicted of violating this section shall he fined not less than $25 nor more than $100.
(B) Any animal used for drawing loads or carrying a load, either animate or inanimate, shall obey all traffic signals and signs and shall be under the rider's or driver's control at all times and shall be ridden or driven in a reasonable and proper manner.
