No vehicle shall be operated or allowed to remain upon any street or highway in such manner as to form an unreasonable obstruction to the traffic thereon.
(A) Stop when traffic obstructed. No driver shall enter an intersection or marked crosswalk unless there is sufficient space to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic control signal indication to proceed.
(B) Obstructing person on highways. No person shall willfully and unnecessarily hinder, obstruct or delay, or shall willfully and unnecessarily attempt to delay, hinder or obstruct any other person lawfully driving or traveling along or upon any highway; no person shall offer for barter or sale merchandise on said highways so as to interfere with the effective movement of traffic thereon.
