That the preambles of this subchapter be, and the same hereby are, incorporated herein by this reference as if set out in full at this place. The provisions of the Illinois Vehicle Code, ILCS Ch. 625, Act 5, §§ 15-100 et seq., as amended from time to time (hereinafter referred to as the “Vehicle Code”), are also hereby incorporated herein by reference and are made a part hereof. To the extent that any of the provisions of the vehicle code conflict, contradict, or are inconsistent with any of the provisions contained in this subchapter, the respective provisions in this subchapter shall control.
