(A) When required:
(1) Every motorcycle when driven on any street in the village shall carry and exhibit one lighted lamp commonly known us a driving light. During the period from sunset to sunrise, or at any other time when visibility is so limited as to require the use of lights for safety, every other motor vehicle shall carry and exhibit two such lighted driving lamps showing white lights or lights of a yellow or amber tint, visible at least 500 feet in the direction toward which each motorcycle or motor vehicle is proceeding. Parking lamps may be used in addition to, but not in lieu of any such, driving lamps, each motor vehicle, trailer, or semi-trailer shall also exhibit at least two lighted lamps which shall, be mounted on the left rear and the right rear of the vehicle so as to throw a rod light visible for at least 500 feet in the reverse direction, except that a motorcycle need be equipped with only one such lamp.
(2) Either a tail lamp or a separate lamp shall be so constructed and placed as to illuminate with a white light a rear registration plate when required and render it clearly legible from a distance of 50 feet to the rear. Any tall lamp or tail lamps, together with any separate lamp or lamps for illuminating a rear registration plate, shall be so wired as to be lighted whenever the head lamps are lighted.
(3) Whenever the load upon any vehicle extends to the rear four feet or more beyond the bed or body of such vehicle, there shall be displayed at the extreme rear end of the load, at the times specified in this section, a red light or lantern plainly visible from a distance of at least 500 feet to the sides and rear. The red light or lantern required under this section shall be in addition to the red rear light required upon every vehicle. At any other time there shall be displayed at the extreme rear end of such load a red flag or cloth not less than 12 inches square.
(B) Parked vehicles. It shall be unlawful to operate or park on any street any vehicle not equipped with lights conforming to the requirements of state law, provided that vehicles may be parked at night time without lights on any street or portion thereof designated by ordinance as a place where vehicles may be so parked at night time.
(C) Spot lamps. Any motor vehicle may be equipped with not to exceed one spot lamp, and every lighted spot lamp shall be so aimed and used upon approaching another vehicle that no part of the high intensity portion of the beam will be directed to the left of the prolongation of the extreme left side of the vehicle, nor more than 100 feet ahead of the vehicle.
(D) Signal lamps and signal devices.
(1) Every vehicle operated in this village shall be equipped with a stop lamp or lamps on the rear of the vehicle which shall display a red light visible from a distance of not less than 500 feet to the rear in normal sunlight, and which shall be actuated upon application of the service (foot) brake, and which may, but need not be, incorporated with other rear lamps.
(2) Every motor vehicle shall be equipped with an electric turn-signal device which shall indicate the intention of the driver to turn to the right or to the left in the form of flashing lights located at and showing to the front and rear of the vehicle on the side of the vehicle toward which the turn is to be made. The lamp showing to the front shall be mounted on the same level and as widely spaced laterally as practicable and, when signaling, shall emit a white or amber light, or any shade of light between white and amber. The lamp showing to the rear shall be mounted on the same level and as widely spaced laterally as practicable and, when signaling, shall emit a red light.
(3) Every trailer and semi-trailer shall be equipped with an electric turn-signal device which indicates the intention of the driver in the power unit to turn to the right or to the left in the form of flashing red lights located at the rear of the vehicle on the side toward which the turn is to be made and mounted on the same level and as widely spaced laterally as practicable.
(4) Turn signal lamps must be visible from a distance of not less than 300 feet in normal sunlight.
(5) Motorcycles and motor-driven cycles need not be equipped with electric turn signals.
(E) Vehicles owned by firemen. Any motor vehicle owned or fully operated by a fireman may be equipped with not to exceed two lamps which shall emit a blue light without glare, which lights shall be used only when actually going to a fire.
(F) Uses of head lamps.
(1) Whenever the driver of any vehicle equipped with an electric driving head lamp or head lamps is within 500 feet of another vehicle approaching from the opposite direction, the driver shall dim or drop such head lamp or head lamps.
(2) The driver of any vehicle equipped with an electric driving head lamp or head lamps shall dim or drop such head lamp or head lamps when there is another vehicle traveling in the same direction less than 500 feet to the front of him.
(G) School buses. Every bus used for the transportation of school children to and from school, in addition to any other equipment and distinctive markings required, by this subchapter, shall be equipped with signal lamps mounted as high and as widely spaced laterally as practicable, which shall be capable of displaying to the front two alternately flashing red lights located at the same level, and to the rear two alternately flashing red lights located, at the same level, and those lights shall have the sufficient intensity to be visible at 500 feet in normal sunlight. Such signal lamps shall be connected to the brake pedal by means of a toggle switch and shall be disconnected when pupils are not being transported to or from their homes or school.
(H) Oscillating, rotating or plashing lights on motor vehicles. Except as otherwise provided in this subchapter:
(1) Red oscillating, rotating or flashing lights are permitted only on:
(a) Local law enforcement vehicles and police vehicles of the state or Federal government;
(b) Vehicles which, are designated as ambulances and while responding to an emergency call for the purpose of conveying sick or injured persons; and
(c) Vehicles of local fire departments and fire-fighting vehicles of the state or Federal government.
(2) Amber oscillating, rotating or flashlight lights are permitted only on:
(a) Second division vehicles designed for towing or hoisting disabled vehicles while actually being used for such purpose.
(b) Motor vehicles or equipment of the State of Illinois, the village, and contractors while engaged in maintenance or construction projects;
(c) Vehicles or equipment used by engineering or survey crews while actually engaged in work on a highway;
(d) Vehicles of public utilities and municipal departments while engaged in maintenance or construction operations within the limits of construction projects;
(e) Oversized vehicle or load moving under permit issued under the provisions of state statute by state authority;
(f) The front and rear of motorized equipment owned and operated by the State of Illinois or any political subdivision thereof, which is designed and used for removal of snow and ice from highways; and
(g) Such other vehicles as may be authorized by the corporate authority.
(3) Blue oscillating, rotating or flashing lights are permitted only on the front of any motor vehicle owned or fully operated by a volunteer fireman, part-paid fireman or call fireman while responding to a fire call.
(4) Oscillating, rotating or flashing lights located on top of police vehicles in the village shall be lighted whenever a police officer is in pursuit of a violator of a traffic law, regulation or ordinance.
