Any person, firm or corporation desiring a license for any such rotor vehicle shall make application to the Village Clerk of said village upon a form provided, giving the name and address of the applicant, a description of the motor vehicle for which the license is desired and the place where such motor vehicle is kept when not in use, and any other information as nay be prescribed, and on the payment of the license for hereinafter provided to the said Village Clerk, the Mayor shall issue or cause to be issued a license which shall be attested by the Village Clerk, authorizing the use of such motor vehicle within the village until the expiration of such license.
