The adequacy of the user charge system shall be reviewed annually by certified public accountants in their annual audit report of the water and sewer revenue funds, and the user charges shall be revised periodically to reflect changes in operation and maintenance, equipment replacement, emergency water and sewer system repairs and water and sewer system rehabilitation and reconstruction.
