Beginning May 1, 2018, and every year thereafter on May 1, the water and sewer rates for residential, commercial and industrial users shall be adjusted annually in accordance with the change in Consumer Price Index for Midwestern Cities applicable to that calendar year as determined by the United States Bureau of Labor Statistics, or by 6% for water and 3% for sewer, whichever is greater.
