50.02 RULES OF CONSTRUCTION.

   The language of this chapter shall be interpreted in accordance with the following rules of construction:

   (A)   The singular number includes the plural number, and the plural number includes the singular;

   (B)   The word SHALL is mandatory; the word MAY is permissive; and

   (C)   The masculine gender includes the feminine and neuter.
