§ 31.04 CENTRAL STANDARD TIME.
   (A)   Central Standard Time shall be the official time within the village for the transaction of all village business; except that at 2:00 a.m. on the last Sunday in March in each year official time for the village shall be advanced one hour, and that advanced time shall continue to be the official time in the village until 2:00 a.m. on the last Sunday in October in each year, at which time the official time shall be returned to Central Standard Time. All legal or official business of the Village Board and all official business of the village shall be regulated as to time in accordance with the provisions of this section; and when, by ordinance, resolution or action of any municipal officer or body, an act must be performed at or within a prescribed time, it shall be performed according to the official time as herein prescribed.
   (B)   All clocks or other timepieces maintained by, or at the expense of, the village, shall be set and run according to the official time as provided in division (A) above.
   (C)   All persons residing within the village, and all persons, firms and corporations doing business with the village are hereby requested to set and run any and all clocks and other timepieces under their control and within the village in accordance with the official time as provided by division (A) above.
