(A) (1) The regular meetings of the City Council shall be conducted at the Elsmere Senior Center, 179 Dell Avenue, Elsmere, Kentucky, at 6:30 p.m. on the second Tuesday of each month. If a regular meeting date falls on a legal holiday, then it shall be automatically rescheduled for the fourth Tuesday of that particular month or other date within the month specified in legislation drafted for that purpose.
(2) Effective April 2, 2007, caucus meeting shall be held on the first Tuesday of each month at 6:30 p.m. in City Council Chambers of the Elsmere City Building. Caucus meetings falling on a legal holiday shall be cancelled or rescheduled.
(B) Special meetings of the Council may be called by the Mayor or upon written request of a majority of the Council. In the call, the Mayor or Council shall designate the purpose, time, and place of the special meeting with sufficient notice for the attendance of Council members and for compliance with KRS Chapter 61.
(C) At a special meeting no business may be considered other than that set forth in the designation of purpose.
(D) The minutes of every meeting shall be signed by the City Clerk and by the officer presiding at the meeting.

(E) Unless a reading of the minutes of Council for the previous meetings is requested by a member of Council, such minutes may be approved without reading, if the Clerk has previously furnished each member with a copy thereof.
(F) Robert's Rules of Order and Parliamentary Procedure shall govern all deliberations and debate by and before the City Council.
(G) The Mayor, with the approval of a majority of the Council members present, may limit debate on any particular issue before the Council and may limit the amount of time in which a spectator may address the Council.
