§ 31.41 CITY ADMINISTRATOR.
   The City Administrator shall report to the Mayor, and shall run all day-to-day operations of the city. All city department heads shall report to him or her. Further, the City Administrator shall be bonded and shall perform the following duties:
   (A)   Advise the executive authority of the city in policy formulation related to the city, and execute and enforce all policies of the city.
   (B)   Preparation and administration of operating and capital improvement budgets under direction of the executive authority.
   (C)   Advise the executive authority of the city in the appointment and discipline of subordinate administrative personnel if not delegated appointment and disciplinary authority by the Mayor; and
   (D)   Supervise and manage all full-time and part-time employees of the city, including the City Attorney and City Engineer and any other contract employee or independent contractor; and
   (E)   Have continuing direct relationships with operating department heads on implementation and administration of programs.
   (F)   Supervise city code enforcement and nuisance abatement efforts, including serving as Code Enforcement Officer when such position is vacant. The City Administrator shall also have any enforcement powers also bestowed upon the position of Code Enforcement Officer by the Code of Ordinances or the Kentucky Revised Statutes.
   (G)   Authorize and approve purchase of necessary city supplies or services not exceeding $20,000 in aggregate cost.
   (H)   Other duties as determined or delegated by the Mayor and Council, and have all other powers and duties lawfully delegated by the appropriate order of the Mayor and shall have the same powers as the executive authority in carrying out such duties.
