(A) All license fees shall be due and payable on July 1 of each calendar year. The fee established herein shall be for one full year and extend through June 30 of the following year; however, any person may procure a license to be effective only between January 1 and June 30 of any year by paying therefor a sum equal to one-half of the annual license fee.

(B) Any fee unpaid when due shall have added thereto a penalty of 20% and interest on the principal sum at the rate set forth in KRS 131.183 from the due date until paid.
