(A) Definition. For the purpose of this section the following definition shall apply unless the context clearly indicates or requires a different meaning.
"SKATEBOARD" Any board or platform to which there is attached wheels for movement thereof by either gravity or the muscular power of someone standing upon the board or platform.
(B) No person shall cause, permit, allow, encourage or engage in any of the following operations of a skateboard within the city:
(1) The operation of a skateboard upon, into or within any street or highway; or
(2) The operation of a skateboard upon, within or into any sidewalk within any area classified for business or commercial uses by any city zoning ordinance; or
(3) The operation of a skateboard upon any sidewalk without yielding the right-of-way to pedestrians thereon; or
(4) The construction of any skateboard ramp upon a street, highway or sidewalk.
