It shall be unlawful for any person owning a bicycle to allow or use the bicycle at night, or for anyone to use or operate a bicycle at night upon the public streets or thoroughfares of the city unless the bicycle is equipped with a headlight as required by KRS 189.040(9), and a tail reflector which shall be in working condition and in use at all times during the night while operating a bicycle.
