If any section and/or subsection sentence, clause, or phrase of this chapter is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this chapter. The City Council of the City of Eloy hereby declares that it would have passed each section, subsection, sentence, clause and phrase of this chapter irrespective of the fact that one or more sections, subsections, sentences, clauses or phrases hereof be declared invalid or unconstitutional. No liability shall be created on the part of the City of Eloy or any district, office, or department or employee thereof for any damages that may result from the application of these regulations or any administrative decision made thereunder.
