An application for a special event permit shall be made on forms furnished by the city and accompanied by application fees as established by council resolution, unless exempted as provided in section 13A-53.4 of this article. Such application fee shall, upon the granting of a permit, be applied to the total required permit fee; provided, that in the event no permit is issued, the application fee shall not be returned to the applicant, but shall be applied to cover the cost of processing the application.
