There shall be and there are hereby established for the use of and services rendered by the sanitary waste treatment system of the town the following rates and charges based upon the amount of metered water consumed and/or the number of occupants of the dwelling or a combination of both for each monthly billing period.
(A) Metered water usage. The water usage schedule, on which the amount of the sewage rates and charges shall be determined, shall be as follows:

(B) Minimum charge per month. The minimum charge per month for any user shall be $25.34.
(C) Non-metered rates per month.
(1) Each user of the sanitary waste treatment system who is not connected with the water treatment system of the town, or who is both connected to the water treatment system and also to another outside water supply shall be charged for sanitation waste treatment services rendered to said household in accordance with the number of individuals in the household as

(2) For each additional occupant over five there will be $9.08 added to the flat rate.
(D) Late payment charge. All bills for sanitary waste treatment services not paid by the eighteenth of the month, following the month of service, will have a 10% late fee added to the utility bill. If the bill is not paid by the eighteenth of the following month, then water service will be disconnected on the following day (nineteenth) unless that is a Saturday or Sunday and the water service will be disconnected that following Monday morning by 8:00 a.m. and the customer will be required to pay an additional $65 service charge over and above all fees, penalties and interest before water service will be reconnected.
(E) Tapping fees. Any new user at the time such user desires to be connected to the sanitary waste treatment system of the town shall pay to the town a flat service charge to cover the cost of tapping into said sanitation system, said new tap in fee being in the amount of $300.
(F) Hook-up permit fee.
(1) Any new user that requires a new tap in to the sanitary waste treatment system of the town shall pay to the town a flat service charge of $25 to cover administrative costs.
(2) Any person requesting water and/or wastewater services who has an unpaid balance with the town for water and/or wastewater service will only have new service connected upon receipt of total unpaid bill and applicable deposit.
