§ 51.11  OBSERVATION, SAMPLING AND MEASUREMENT OF INDUSTRIAL OR OTHER NONRESIDENTIAL WASTEWATER.
   (A)   The owner of any property serviced by a building sewer carrying industrial wastes or other nonresidential wastewater may be required by the town to install a suitable structure together with such necessary meters and other appurtenances in the building to facilitate observation, sampling and measurement of the wastes. Such structures, when required, shall be accessible and safely located and shall be constructed in accordance with plans approved by the town. The structures shall be installed by the owner at his or her expense and shall be maintained by him or her so as to be safe and accessible at all times.
   (B)   Agents of the town, the state water pollution control agencies and the U.S. Environmental Protection Agency shall be permitted to enter all properties for purposes of inspection, observation, measurement, sampling and testing.
