For the purpose of this chapter the following words and phrases shall have the following meanings ascribed to them respectively.
MEETING. Any prearranged discussion of the public business of any public body by a majority of its members.
PUBLIC BODY. The Council, but also includes within its definition any board, commission, agency, authority, committee, or other body with decision- making authority in the village, if any, which is subject to the rule-making authority of the Council.
