§ 34.11  SERVICE CHARGE.
   (A)   Life Squad services.
      (1)   A service charge shall be levied against individuals using village Life Squad services. The amount of the charges shall be established by ordinance. Individuals using village Life Squad services shall be required to provide the necessary information needed to facilitate billing. All specifications and procedures for billing and collection of service charges shall have a liberal interpretation so as to minimize any hardships to service users.
      (2)   Any funds collected for Life Squad services shall be deposited to the General Fund of the village.
      (3)   Whoever violates any provision of this section is guilty of a minor misdemeanor and may be cited to Mayor’s Court.

   (B)   Fire Department services.
      (1)   The Village of Elmwood Place shall initiate user fees for the delivery of Emergency Fire Department Services.  The rate of the user fees shall be that which is usual, customary and reasonable (UCR) cost for the services, and may fluctuate accordingly.
      (2)   The user fees shall be filed to the motor vehicle insurance representing the cost of the claim for damages of the vehicles, property, and/or injuries. The claim costs shall be filed to the insurance company of the owner of a vehicle, owner of property, or responsible parties.

   (C)   Reimbursement for construction materials.
      (1)   The Fire Department shall be reimbursed for construction materials such as lumber, plywood, masonry products, plastic, tarps and the like utilized for securing residential, retail, industrial, and commercial properties.
      (2)   The Fire Department shall not seek reimbursement for man-hours or apparatus hours accrued while on the scene.
      (3)   The Fire Department shall not seek reimbursement for materials returned to the Fire Department in good condition and in reusable form.
      (4)   The Fire Department shall seek reimbursement from the owner of the real property rather than the business owner or tenant, if different.
      (5)   The village and/or the Village Fire Department shall have the right to pursue legal action if reimbursement for the materials is not made in a timely manner.
