For the purpose of this chapter the words and phrases defined in this section shall have the meanings therein respectfully ascribed to them, without limiting the generalities of the words, unless a different meaning is clearly indicated by context.
APARTMENT. A living unit of more than one room which serves as a living unit and has cooking facilities and toilet facilities within the unit.
BUILDING INSPECTOR. The individual representing the village as its inspector of properties, appointed by the Mayor and confirmed by the Council, or any authorized representative of the BUILDING INSPECTOR.
DWELLING. A building occupied as a place of abode by one or more persons.
HABITABLE ROOM. A room or enclosed floor space used or intended to be used for living, sleeping, cooking or eating purposes, excluding bathrooms, water closet compartments, laundries, pantries, foyers or communicating corridors, closets, and storage spaces.
OCCUPANT. Any person living, sleeping, cooking or eating in, or having possession or use of a dwelling unit or rooming unit.
OPERATOR. The owner or other legally responsible person who has charge, care or control of a building or part thereof in which dwelling units or rooming units are leased or let, and shall not be construed to mean a caretaker or custodian who does not share directly in the rents or income resulting from the operation of the property.
OWNER. Any legally responsible person, who, alone or jointly or severally with others:
(1) Shall have legal title to any dwelling; or
(2) Shall have charge of, care or control of any dwelling as owner or agent of the owner, or as executor, executrix, administrator, administratrix, trustee, or guardian of the estate of the owner. Any such person thus representing the owner shall be bound to comply with the provisions of this chapter to the same extent as if he or she were owner.
PERSON. Individual persons, firms or corporation, their agents, trustees, heirs, or assigns.
ROOMER. Any person who is not a member of the family of nor related by blood, marriage, or legal adoption to the owner of a dwelling or rooming house,
to whom space is provided for sleeping or boarding purposes for rent.
ROOMING HOUSE. A dwelling place where three or more habitable rooms are kept.
ROOMING UNIT. Any room or group of rooms in a rooming house or dwelling forming a single habitable unit used or intended for use for living or sleeping, but not for cooking or storing food or eating purposes.
