(A) In general. The Park Director shall generally be responsible for keeping appropriate pool records, for maintaining the health and safety of the swimming pool environment, for maintaining the premises in a sanitary condition, for supervising the lifeguards at the municipal swimming pool, and for providing services to the residents using the pool, as provided more specifically in further divisions of this section.
(B) Records. The Park Director shall make and preserve records as follows:
(1) All personal injuries to patrons, no matter how small;
(2) All disciplinary problems, including lifeguards, and any documents recording the disbarment of any patron and the reasons therefor;
(3) All records required by the Department of Health, including records of weekly pool operations; and
(4) Residency check records and residency cards required to be completed by all patrons for the pool files, as well as any requests for temporary swimming permits for guests of residents.
(C) Pool safety. The Park Director shall preserve the safety of the environment and shall enforce proper rules to keep the premises safe, as follows:
(1) All children under five years of age must be accompanied by an adult;
(2) All bicycles shall be parked in the rear of the building;
(3) All swimmers shall immediately exit the pool and the pool must be closed immediately when bad weather or lightning occurs; and
(4) No glass is permitted in the pool at any time.
(D) Sanitation; maintenance. The Park Director shall preserve the sanitation of the pool environment and shall observe and enforce the following rules and procedures:
(1) All swimmers must wear proper swimming attire;
(2) The following procedures shall be completed daily before the pool is opened to the pool patrons:
(a) Clean the filter pit and recoat the filters;
(b) Put up the umbrellas;
(c) Vacuum the pool and remove all pool debris;
(d) Clean the pool scum gutters;
(e) Clean all restrooms and dressing areas, and keep them clean throughout the day;
(f) Clean walkways the area behind the building; and
(g) Check and stock the first aid kit.
(3) The following procedures shall be completed daily upon closing the pool for the day:
(a) Bring the umbrellas in;
(b) Pick up and dispose of all trash;
(c) Record water readings; and
(d) Lock all doors and gates before leaving.
(4) The Park Director shall report all maintenance problem conditions to the Head of Maintenance, who shall determine the need for draining the refilling the pool and any other corrective measures; and
(5) Smoking is permitted only in designated areas.
(E) Employee supervision. The Park Director shall supervise all lifeguards according to the following rules:
(1) Weekly work sheets and schedules shall be prepared in advance, scheduling all lifeguards;
(2) All lifeguards under the age of 18 shall work a maximum of 30 hours per week, and all lifeguards over the age of 18 shall work a maximum of 40 hours per week;
(3) All lifeguards shall be paid for only the hours they work, and none shall be permitted to “cover” for another;
(4) Time sheets are to be filled out daily, recording the entry time in the morning, times of all breaks and meals, and departure time at the end of the shift;
(5) Lifeguards shall be spread around the pool at all times, including the baby pool;
(6) All lifeguards must have first aid training within the first week of work;
(7) There shall be a lifeguard in the lifeguard chair at all times;
(8) Lifeguards shall be assigned maintenance work for times when the pool is closed for weather and no patrons are admitted; and
(9) Lifeguards may use the telephone only for emergencies and as the Park Director shall permit.
(F) Patron health. The Park Director shall preserve the health of the patrons by requiring all patrons to shower before entering the pool and by refusing admission to any patron who may have an infectious condition, as for example, head lice.
(G) Special services; swimming lessons. The Park Director shall provide additional services to the patrons including scheduling 15 minutes of adult swimming in every hour, providing and scheduling swimming lessons to the residents, and scheduling girls’ nights, boys’ nights, and adult nights.
