The Mayor, unless the Council shall direct otherwise, or the Council, by administrative order, is hereby empowered to prohibit parking or limit the time and periods of time during which a vehicle may be parked on any street, part of a street, or other village-owned area either by erecting and maintaining appropriate signs plainly indicating the purport of such parking regulations or by installing and maintaining parking meters in the manner hereinafter provided or by a combination of both of such methods. No person shall disobey the directions of any sign erected in accordance with the provisions of this chapter.
