(A) Police officers shall be provided with tags for giving notice of parking violations to owners, drivers, or operators of automobiles and other vehicles. When a tag is attached to the vehicle left parked on a municipal street, highway, alley, or avenue in violation of the provisions herein, the owner, operator, or driver shall comply with all instructions appearing on the tag which pertain to the violation.
(B) No one shall refuse or fail to comply with the directions on the tag. When a tag has been attached in a conspicuous place, legal and sufficient summons shall be served upon the owner, driver, or operator to appear at the designated place, day, and hour for the purposes stated thereon. However, this section shall not abridge the power of police officers to arrest for crimes and misdemeanors.
