§ 31.23  SECRETARY TO COUNCIL.
   (A)   Position established.
      (1)   There is created the employment position of Secretary to the Council, which position shall have the duties described in this section and shall be compensated as provided in this section.
      (2)   The Secretary to the Council shall begin duties upon appointment by majority vote of the Village Council and shall continue in employment at the continuing pleasure of Village Council and shall be terminated by Village Council only for just cause.
   (B)   Duties.  The Secretary to the Council shall be a permanent full-time employee, and shall be responsible to the Village Council for the preparation of regular reports and documents deemed necessary by Village Council from time to time, and shall in addition prepare all payroll reports, tax reports, records, checks and calculations, employee insurance matters and all other employment documents to aid the Clerk, may aid the Mayor with the Mayor’s correspondence requirements,  shall prepare permits on applications properly received, and shall do any other additional tasks as may be assigned by Village Council.
   (C)   Salary.  The Secretary to the Council shall be compensated at the rate to be determined by the Village Council from time to time for a 40-hour regular work week, and shall be subject to and have such additional benefits as are provided by the ordinary employment policies of the village for full- time employees as previously provided by ordinance, as such ordinances may be modified or adopted from time to time.
