§ 74.53  THROUGH TRUCK TRAFFIC PROHIBITED.
   (A)   It shall be unlawful for any person, partnership, firm or corporation to operate any bus, truck, commercial tractor, trailer, or semitrailer on any of the public streets within the municipal boundaries.  The following are exceptions to this rule:
      (1)   The public street may at all times be used by motor vehicles of the United States of America carrying United States mail;
      (2)   The public streets may be used by such vehicles for the purpose of loading or unloading, in whole or part, the vehicles at a residence, place of business, or industry within the municipal boundaries;
      (3)   The public streets may be used by such vehicles for the purpose of traveling to or from a residence, place of business, or industry where the vehicle or vehicles are registered or hired;
      (4)   The trucks, commercial tractors, trailers, or semitrailers may be operated over Vine Street.
   (B)   This section does not apply to any vehicle operated by any municipal fire department.
