§ 70.12  ZONES OF QUIET; CONSTRUCTION ZONES.
   (A)   The Mayor may designate zones of quiet upon any highway within 250 feet of any hospital or school, and when any such zone is so designated by official traffic signs, it shall be unlawful therein to blow a horn or a whistle or to make or cause any outcry or any avoidable noise or clamor likely to disturb persons within such zone.
   (B)   Municipal employees are authorized to designate and mark off certain areas, while work is in progress by or for the municipality, to be under temporary traffic restrictions during such period of work.
   (C)   Temporary traffic restrictions may reduce the speed of traffic, prohibit traffic, prohibit or alter the method of parking, or make any other temporary traffic regulations in such area of work that are deemed reasonable and necessary for the protection of such workers or in pursuance of the orderly progress of the work being done.
   (D)   Upon determination of necessity of temporary traffic restrictions, signs shall be erected indicating such temporary restrictions and shall be placed in advance of the boundaries of such area.
