(A) Council may change or amend the area or regulations, but it must first submit the proposed change to the Planning Commission for its approval or disapproval. The Planning Commission shall have not less than 30 days to consider the report.
(B) Before any ordinance may be passed, Council shall hold a public hearing and shall give 30 days notice of the time and place thereof in a newspaper of general circulation. If the ordinance intends to rezone ten or less parcels of land, written notice of the hearing shall be mailed by the Clerk of Council, by first class mail, at least 20 days before the date of the public hearing, to the owners of property within and contiguous to and directly across the street from the parcel or parcels, to the addresses of the owners appearing on the County Auditor’s current tax list.
(C) During the 30 days, the text or copy of the text of the ordinance, plans, and maps shall be on file for public examination in the office of the Clerk.
(D) The ordinance may be passed after the hearing.
