For the purpose of this subchapter
WASTE shall mean all trash, rubbish, garbage, wastepaper, nails, pieces of glass, boards, fruit parings, ashes, cans,
bottles, glass, oil, plastics, automobiles without license plates valid in Ohio, or anything else of an unsightly or unsanitary nature, and all other refuse or discarded matter, but shall not include recognized byproducts of any business or industry having commercial value and regularly handled in the ordinary course of business, unless these byproducts shall be a nuisance or menace to public health.
