(A) Village of Elmwood Place. Article XVIII, Section 3, of the Ohio Constitution grants municipalities the legal authority to adopt land use and control measures for promoting the health, safety, and general welfare of its citizens. Therefore, the Council of the Village of Elmwood Place, State of Ohio, does ordain as follows in this chapter.
(B) Hamilton County. This chapter is adopted pursuant to authorization contained in R.C. §§ 307.37 and 307.85. This chapter adopts regulations for areas of special flood hazard that are necessary for participation in the National Flood Insurance Program. Therefore, the Council of the Village of Elmwood Place, State of Ohio does ordain as follows in this chapter.
