(A) Anyone applying for a building permit shall present and leave a written executed agreement signed by both the contractor and the property owner.
(B) This agreement shall set forth in reasonable detail the work to be done and its cost.
(C) Whoever willfully misrepresents the work or costs in the agreement when applying for a permit shall be guilty of a misdemeanor of the fourth degree.
