951.06 BEHAVIOR GENERALLY.
No person in a park shall:
   (a)   Intoxicating Beverages.
      (1)   Prohibition. Bring alcoholic beverages into a park or drink alcoholic beverages at any time in a park, except that the consumption of alcoholic beverages may be permitted within a park under the strict regulation and control of, and with the express written consent of, the Village Council.
      (2)   Drunkenness. Enter or be in a park under the influence of intoxicating liquor or beer;
   (b)   Fireworks and Explosives. Bring into a park or have in his possession, or set off or otherwise cause to explode, discharge or burn, any firecrackers, torpedoes, rockets or other fireworks or explosives of inflammable material, or discharge them or throw them into such area from land or highway adjacent thereto, including any substance, compound, mixture or article that in conjunction with any other substance or compound would be dangerous from any of the foregoing standpoints; except with the permission of Council and the Fire Chief;
   (c)   Domestic Animals. Fail to restrain a dog at all times on an adequate leash, not greater than twenty-five (25) feet in length, in all parks. Dogs may be exercised off a leash in Riverbend Park and areas east of the shelter house at Well Park, except during baseball games. All animal excrement at all parks shall be picked up and properly disposed of immediately by the owners.
   (d)   Reservation of Facilities. Occupy, enter into, loiter, or remain in any pavilion or park structure duly reserved by another person or organization.

   (e)   Dress. Appear at any place in other than proper clothing;
   (f)   Alms. Solicit alms or contributions for any purpose, whether public or private;
   (g)   Fires. Build or attempt to build a fire except in such areas and under such regulations as may be designated by the Village Administrator, or drop, throw or otherwise scatter lighted matches, burning cigarettes or cigars, tobacco, paper or other flammable material within any park area or on any highway, road or street abutting or contiguous thereto;
   (h)   Games of Chance. Gamble or participate in or abet any game of chance, except by permission of the Mayor and Council.
   (i)   Loitering and Boisterousness. Sleep or protractedly lounge on the seats or benches or other areas or engage in loud, boisterous, threatening, abusive, insulting or indecent language or engage in any disorderly conduct or behavior tending to a breach of the public peace;
   (j)   Exhibit Permits. Fail to produce and exhibit any permit from the Park Board, Mayor or Village Administrator he claims to have upon request of any authorized person who desires to inspect the same for the purpose of enforcing compliance with any ordinance or rule; or
   (k)   Interference with Permittees. Disturb or interfere unreasonably with any person or party occupying any area or participating in any activity under the authority of a permit.
