No Village owned or run sewer service shall be provided to any customer located outside the Village limits unless there is in place a Joint Economic Development District agreement which specifies such provision of sewer service or there has been, by the date of passage of this ordinance, a prior executed agreement which has been recorded in the Ottawa County Recorder’s Office which mandates annexation when the real property becomes contiguous to the Village.
