Any sidewalk or parts thereof that is uneven, broken up, cracked, has grass or other growth protruding through the structure, or has similar defect so as to endanger the life, health, safety or property of the public, shall be, and hereby is declared to be a public nuisance. The owner of the property on which the sidewalk is located shall be notified in writing or by publication in a local newspaper of the existence of the nuisance and given a reasonable time for its correction or replacement. If not corrected or replaced within the time allotted, the Sidewalk Commission shall cause the nuisance to be corrected or removed, and the costs shall be assessed to the owner as provided by law.
