(a) No vending machines shall be allowed on Village property or right of way without the individual placing such vending machine first having received a permit from the Village.
(b) A permit request shall be filed with the Fiscal Officer stating the name of the owner and operator of the vending machine, describing its location and the nature of the merchandise to be distributed. The Fiscal Officer shall then forward this application or request to Council for approval or disapproval of said permit.
(c) Any vending machine placed in violation of this section shall be impounded by the Police Department until the permit is approved.
(d) Any violation of this section shall be a minor misdemeanor.
