137.01 ESTABLISHED; DUTIES.
   (a)   There shall be the job description of the Village Superintendent.
   (b)   The Village Superintendent shall be assigned the responsibility for the care and operation of all village owned and managed resources except for those of the Police and any other resources as may be designated by the Village Council. Resources are interpreted to mean the electrical distribution system, the water supply and distribution system; sewer collection and treatment systems, streets, alleys and other right-of-ways; parks and other properties; buildings; mobile and stationary equipment; and all associated tools and supplies.
   (c)   The Village Superintendent shall be assigned supervisory authority over all village full-time or part-time employees necessary to care for and to operate the designated resources. Specifically excluded are members of the Police Department. Supervisory authority is interpreted to mean arranging for training, scheduling work, making job assignments and evaluating performance.
   (d)   The Superintendent shall:
      (1)   Be adept at public relations.
      (2)   Have a general knowledge of municipal law as it pertains to daily operations (agreements, bidding, contracts, easements, legal descriptions, zoning, etc.).
      (3)   Have a knowledge of purchasing and price controls.
      (4)   Be familiar with design controls, electric, water and sewer.
      (5)   Have knowledge of electrical theory; of water and sewer treatment and design.
      (6)   Be able to stay conversant with current codes (SDWA, NPDES, etc.).
      (7)   Be knowledgeable in general contracting to the point of interpreting prints.
      (8)   Be knowledgeable in surveying.
      (9)   Perform any duties or assignments within his capabilities as designated by either Village Council or Board of Public Affairs.
      (10)   Be knowledgeable in all construction areas as may be necessary for village work or projects.
   (e)   The Village Superintendent shall be responsible to the Board of Public Affairs for all matters falling under its jurisdiction and to the Village Council on all other matters; and to coordinate work between the two bodies in overlapping areas. Points of conflict, should they arise, shall be resolved by the Mayor. (Ord. 01-97. Passed 2-24-97.)
