133.02 LINE ITEM ACCOUNT TRANSFERS.
   (a)   The Fiscal Officer is authorized to make line item modifications and to make transfers of funds from one account to another provided such accounts are both within the same Fund as established by annual appropriation ordinances previously established by the Village.
   (b)   Prior to making any such line item transfers the Fiscal Officer shall obtain authority from Council upon oral motion duly made, seconded, and passed by a majority of Council, which Motion shall be entered upon the minutes of Council. Such authority together with this section shall constitute full authority for such transfers, without further ordinance or resolution, as such transfers are hereby authorized. This section shall be used as full authority when coupled with the minutes of Council reflecting the Motion, for the transfer of such funds.
   (c)   Council has determined that it is in the best interests of the Village to grant this authority to transfer funds, with the limitation that such line item changes are to be made only within a given Fund. Transfers from one Fund to another are not permitted by this section.
