(a) Any vacancy on a Village board, commission, or appointed office for such vacancy exists through term expiration or in term death, resignation, or otherwise, shall be advertised for not less than two (2) weeks in the local newspaper for response from interested residents who may seek such vacancy, prior to the filling of such vacancy by the Mayor or Council according to the Ohio Revised Code.
(b) Vacancies on Council shall also be advertised for citizens response as per subsection (a) hereof. Appointments to the above vacancies shall not be restricted to only applicants responding to published notices.
(c) Council shall follow the following procedure to elect a new member to fill a vacant Council seat:
All names of persons who have expressed an interest in the vacant Council position(s) shall be submitted for vote to Council. If any person receives a majority vote of all those Council Members remaining, that person shall be the new Council Member. If the Council does not elect a new Council Member within thirty (30) days after the resignation is received or the vacancy occurs the Mayor shall appoint the new Council Member in accordance with the Ohio Revised Code.
