521.06 DUTY TO KEEP SIDEWALKS IN REPAIR AND CLEAN.
   (a)   No person who is an owner or occupant of any single residential, commercial or industrial real property, and no person who is the owner of any multiple residential, commercial or industrial real property, or unoccupied or unimproved property abutting a public walk, shall fail to clear such walk of snow, ice, dirt or any other debris within twenty-four hours of its accumulation on such walk, exclusive of Sundays, or federally mandated holidays. Whenever such sidewalk or any part thereof becomes encumbered with ice, the owner, occupant or person in control, within the first four hours after daylight following or during its formation, shall cause such sidewalk to be made safe by removing such ice or sprinkling the same with sand or other suitable substance.
   (b)   If such walk is not cleared within a twenty-four hour period the Village may cause such snow, ice, dirt or other debris to be removed. Upon such action, the Village may charge such occupant or owner, as aforesaid, an amount equal to its cost plus one hundred percent (100%). However, in no case shall the charge be less than twenty dollars ($20.00). The payment of such fee by the owner or occupant is due and payable to the Village upon presentation of the bill for its services.
   (c)   Whoever violates subsection (a) hereof is guilty of a minor misdemeanor.
